Adds initial project files and directories.

  • I've added additional files based on the Performance Lab plugin not listed in the ACs such as SECURITY.md, CODE_OF_CONDUCT.md and LICENSE
  • I've also opted for the wordpress/plugin-check namespace, instead of 10up/plugin-check knowing this repo will be moved across at a later date.
